The District Formation Act
To make our voting more representative and expedient, this act hereby establishes districts with the following stipulations:
I. Naming of Districts
There will be five districts, names as such:
-The American District
-The European District
-The Middle Eastern District
-The Oceania District
-The Asian District
Once established, districts will be allowed to change their names if they wish.
II. Purpose of Districts
The establishment of districts will concern the voting of Congress and Court members. Each district will vote for a single court and congress member, and from the members voted, the President will appoint a Prime Minister and Supreme Justice. Members may campaign specifically for those positions, and may petition for the spot. If a petition has a 2/3 majority vote, that member is automatically appointed. Otherwise the ultimate decision is left to the President.
III. District Seats
To accommodate for the 5 districts, 2 more seats will be established on the court and congress respectively.
IV. Power of Districts
Beyond the voting and appointment of Senators and Justices, districts hold no power within the regional government. Districts may not pass local legislation or regulation, whether it be in defiance of regional legislation or not. Any district that is implicit in the act of trying to take power will be subject to punishment as decided by the court.
